It is a fact that the 20th century started with unprecedented optimism amidst a wave of globalisation.

Already, there are dribbles of information about workers violently protesting against job losses and against rampant corruption of party officials. Already, Chinese leaders are displaying signs of extreme nervousness. Just read the following statement issued by the Central Military Commission of China where it orders the military to “uncompromisingly obey the Party and Central Military Commission’s command at any time and under any circumstances”. Now, why would Hu Jintao and his colleagues, who unquestionably rule China and control the military need to issue such a statement; and that too emphasising, “at any time and under any circumstances.” Surely, they must be aware of reality a lot better than the media! The reason for nervousness at the top is a little known document called ‘Charter 08’ that was published in December 2008 by a group of courageous – some might say foolhardy – Chinese. The charter is a 3,000 word powerful document signed by 300 citizens who live inside China. It openly calls for more personal and political freedom, the holding of free and fair elections, and the dismantling of Communist party rule and control over the military. Hours before the charter was posted online in December 2008, democracy activist and co-author of the Charter, Liu Xiaobo was arrested by the Chinese authorities. The houses of all other signatories were raided and the Chinese State prefers to have the world think that the Charter doesn’t exist.

Such ruthless authoritarianism is dangerous because it eventually leads to an explosion of unrest. But more dangerous is the possibility that the Communist Party and the State might stoke extreme ‘nationalism’ to divert people’s anger towards ‘other’ targets like Japan and Taiwan. The Pakistani military and State has been successfully doing it for more than six decades! God forbid if tens of millions of Chinese march across cities demanding that Taiwan be absorbed into China with military force. Or if similar hordes march demanding revenge against Japan. In fact, the disturbing face of Chinese nationalism targeted at Japan was starkly visible in 2005 when hundreds of thousands of citizens demanded an apology from Japan for atrocities committed during the Second World War. More disturbing was China openly saying it will invade Taiwan if necessary. It is a fact that the 20th century started with unprecedented optimism amidst a wave of globalisation. But the rise of Germany and Japan as extremely authoritarian states led to two World Wars. India and China will rise in the early decades of the 21st century. Care to bet who can spoil the party?
